The Ghana Education Service (GES) has issued a stern warning to school administrators urging them to refrain from requesting or collecting unauthorized fees disguised as Parent-Teacher Association (PTA) contributions. This statement was released on Wednesday, October 22, 2025, and was signed by Daniel Fenyí, the Head of Public Relations at GES.
Reports have emerged indicating that certain second-cycle institutions have been levying various charges without the necessary approvals. The GES clarified that no educational institution is permitted to collect any form of PTA or developmental fees without prior authorization. For basic schools, such approval must be obtained from the District Education Oversight Committee (DEOC) via the District Director of Education. In the case of second-cycle institutions, consent is required from the Regional Director of Education.

Additionally, the GES stressed that even when these fees are sanctioned, payment should always be voluntary. No student should face denial of school services, rights, or benefits due to non-payment of these levies. The announcement also emphasized that school heads, teachers, and GES personnel are prohibited from participating in the collection of PTA fees, as fundraising efforts should be solely managed by elected PTA executives.
To enforce this directive, the GES has instructed both Regional and District Directors to ensure adherence and to swiftly report any infractions for potential disciplinary measures. This move aims to protect students and maintain transparency within the educational finance system, fostering an environment where education is accessible to all regardless of financial circumstances.
